Residential Property Advisory

Residential Property in Oman: Expert Advice from a 30-Year Consultancy

Residential property in Oman comes with rules that change by nationality, area, and property type. KhaleejHomes has guided buyers, tenants, and investors through them for 30 years, from shortlist to title deed. We work with Omani families, GCC nationals, and expat buyers across all seven residential types: villas, apartments, townhouses, farmhouses, rooms, settlements, and residential buildings. Every property we shortlist passes three checks first: legal ownership, real total cost, and a clean title, before you ever view it. We don't publish listings; we build a verified shortlist after one consultation.

Which Residential Property Consultancy Services Does KhaleejHomes Offer in Oman?

KhaleejHomes helps you buy, rent, or invest in any of them, with eligibility and title checked before you view. Explore each service below.

Buy Houses and Villas in Oman

Villas and twin villas suit families wanting private space and long-term equity, typically on plots of thousands of sqm in our listings. Buy freehold inside an ITC, or under Omani/GCC ownership rules elsewhere. We check the Mulkiya and Krooki before you view.

Flats and Apartments for Sale in Oman

Apartments suit first-time buyers and rental investors chasing a lower entry cost, though monthly service charges cover building upkeep, security, and shared facilities on top of the purchase price. Buy freehold in an ITC or hold usufruct rights outside one.

Townhouses for Sale in Oman

Townhouses sit between a villa and an apartment on both space and price. Buy freehold in an ITC, or under Omani/GCC ownership rules elsewhere. We check the Mulkiya and Krooki before you view.

Farm Houses for Sale in Oman

Farm houses come with agricultural land, which only Omani nationals may own. Foreign and GCC ownership is not permitted, with no ITC exception. Water access and land classification vary by plot, so we confirm both before you commit.

Rooms for Rent in Muscat

Rooms are for rent only, for roughly a month depending on area and building. Every tenancy we arrange is registered with the municipality, protecting both tenant and landlord for the length of the agreement.

Settlements

KhaleejHomes helps you buy a plot within a master planned residential settlement; a community of individual land parcels where you design and build your own home, with roads, infrastructure, and utilities already installed by the developer. We confirm which ownership route applies- freehold, usufruct, or Omani/GCC, before you commit to a plot.

Residential Buildings for Sale in Oman

Buildings suit investors seeking rental income, so we check occupancy, rent records, and building condition alongside the Mulkiya before purchase. Ownership follows the same freehold or Omani/GCC rules as any other residential property.

Each of These Seven Services Suits a Different Kind of Client.

Compare Property Types

How Do Residential Property Types in Oman Compare?

The seven residential property types in Oman differ most in who can legally own them, not just in price or size. A villa and an apartment in the same ITC can follow completely different ownership routes once you go outside it. Check eligibility for each type before comparing price or location.

Eligibility is the First Thing to Check Before Choosing a Type.

Ownership Rules

Who Can Own Residential Property in Oman?

Ownership of residential property in Oman depends on your nationality and the property's location, not on the property type itself. Omani nationals face no restrictions. GCC nationals can own almost anywhere except agricultural land and a small list of reserved areas. Non-GCC foreigners are limited to freehold inside Integrated Tourism Complexes, or usufruct rights in approved buildings outside them. KhaleejHomes confirms which route applies to you before you view a single property.

Omani and GCC Ownership Rights

Omani nationals can own residential property anywhere in the Sultanate without restriction. GCC nationals have near-equal access under rules in force since 2004, but cannot buy agricultural land, cannot register property in a short list of reserved areas including the Al Batinah coast and Al Jabal Al Akhdar, and must begin developing any undeveloped plot within four years of purchase.

Freehold Ownership in ITCs

Non-GCC expats can hold full freehold title to residential property in Oman, but only inside a government-designated Integrated Tourism Complex, under Royal Decree 12/2006. Thirteen ITCs have been designated so far, including Al Mouj Muscat, Muscat Hills, Muscat Bay, Jebel Sifah, and Hawana Salalah. Buy an undeveloped plot inside an ITC, and construction must start within four years or the Ministry can reclaim the land. Border, military, and archaeological zones stay off-limits regardless of ITC status.

Usufruct Rights Outside ITCs

Since 2020, expats can also hold usufruct rights, not freehold, in approved multi-story buildings outside ITCs. The right runs up to 99 years, but each buyer may register only one unit, must be at least 23 years old with two years of Oman residency, and cannot sell or rent the unit for the first four years after registration.

Mulkiya and Krooki Explained

The Mulkiya is Oman's official title deed, recording the owner's name, the property description, and any registered mortgages or liens. Under a new Real Estate Registry Law in force from May 2026, Mulkiya records are moving to a fully digital system for faster verification. The Krooki is the surveyed site plan behind it, showing the plot's exact boundaries and dimensions. We check both before any client views a property.

Agricultural Land Ownership Rules

Foreign ownership of agricultural land is prohibited in every governorate of Oman, with no ITC or usufruct exception. GCC nationals, despite their wider access to other property types, are excluded from agricultural land under the same rules that govern their other purchases. Only Omani nationals may own farmland outright.

For official guidance, see the Ministry of Housing and Urban Planning.

Once Eligibility is Clear, the Next Question is Where to Buy.

Locations

Which Areas of Oman Does KhaleejHomes Cover for Residential Property?

KhaleejHomes provides residential property services all across Oman, with different ownership rules and price growth from one area to the next. Explore a few of our most active markets below.

Muscat

Muscat is the hub of KhaleejHomes' residential service, spanning ITC communities like Al Mouj and Muscat Bay alongside established districts such as Qurum, Al Khuwair, and Madinat Sultan Qaboos. It is also Oman's most active market: Muscat Governorate led national residential land price growth at 43.6% in Q1 2026, and apartment rents in Qurum rose 16% year-on-year, according to NCSI and Savills data. Expats can buy freehold in ITCs or hold usufruct rights in approved buildings elsewhere in the city.

Every one of these markets comes with costs beyond the sale price.

Buying Costs

What Does Buying Residential Property in Oman Cost Beyond the Price?

Buying residential property in Oman costs more than the sale price; a registration fee, VAT on some purchases, and professional fees all add up. There is no annual property tax and no capital gains tax, but the one-time costs at purchase typically total 5–8% of the property price for a foreign buyer.

Residential Property in Oman

Frequently Asked Questions

What types of residential property can you buy in Oman?

You can buy villas, apartments, townhouses, farmhouses, and whole residential buildings in Oman. Eligibility depends on your nationality and the area you choose. Additionally, settlements and rooms are also available in select locations. KhaleejHomes advises on all seven types from its Muscat office.

Can expats own residential property in Oman?

Expats can own residential property in Oman in two ways:

Full freehold inside a government-approved Integrated Tourism Complex under Royal Decree 12/2006.

Usufruct rights in an approved multi-story building under Ministerial Decision 357 of 2020.

Royal Decree 29/2018 keeps border and archaeological zones off-limits to foreign ownership under either route.

Is it better to buy a villa or an apartment in Oman?

A villa suits families who want private land and long-term equity. They usually have a higher entry price than apartments in the same area. An apartment suits first-time buyers and rental investors chasing a lower entry cost, though service charges add to the monthly outlay.

Which areas of Oman are best for residential property?

Muscat is the strongest area for residential property in Oman, offering the widest choice through established districts like Qurum and Al Khuwair, plus ITC communities such as Al Mouj and Muscat Bay for expat buyers. Al Batinah suits farmhouses and larger plots, while Dhofar's Hawana Salalah offers freehold homes in a holiday setting.

Do I need a property consultant to buy a home in Oman?

You don't legally need a consultant to buy a home in Oman, but a licensed one checks the Mulkiya and Krooki, confirms who can legally own the property, and totals every cost before you pay.

Can I buy residential property in Oman while living abroad?

Yes. You can buy residential property in Oman from abroad by appointing a representative through a power of attorney attested at an Omani embassy, viewing shortlisted properties by video call, and completing title registration through the Ministry of Housing and Urban Planning. KhaleejHomes manages every step for overseas buyers, from due diligence to key handover.
